What does the outer material of this case feel like? Is it hard plastic?

i have one but i need to fit the joy con conotroller holder into there because i uses it a lot 5/5 still

Its only 18 dollars? Then why TF is it 28 Euro here in Belgium?! 28 euro is about 35 dollars. It’s not like they make those in the USA
